I would use the DJI Phantom 4 Pro - ND16 Filter on a bright sunny day, probably midday. For instance, you are looking for a 30fps video. You therefore want a 1/60 second shutter speed. If the light is (presumably ISO 100) requiring a 1/1000 of a second shutter speed, you would use a 4 stop or ND16 DJI Phantom 4 Pro - ND16 Filter. The calculation is 1/1000 less 4 stops, 1/500, 1/250. 1/125 and then 1/60th which is the desired shutter speed.
